The first sentence reads Whereas Ethan Allen of Worcester, Massachusetts has alleged that he has invented a new and useful improved machine for the manufacture of metallic cartridges... The document further relates that Mr. Allen paid a sum of $30 to the Commissioner of Patents. Complete with green Seal of the Patent Office. Inside the document are four blueprints of the invention with signatures of Ethan Allen and two witnesses, Henry C. Wadsworth and George W. Fairfield.
