A year before the Spanish-American War, the program opened with music from the Marine Band, followed by the keynote address by Major Fillmore, Commander of the African-American Battalion, which unlike the white-led units of the Civil War, had its own Black officers - notably including Charles Young, the ex-slave was the third Black graduate of West Point and later the highest ranking Black officer in the US Army. Such Black regiments would soon make a name for themselves in the Spanish-American War, charging up San Juan Hill in Cuba with Teddy Roosevelt’s Rough Riders. Still later, it was Fillmore who, during World War I, who proposed formation of the Black New York Regiment that would win military glory as the “Harlem Hellfighters”.
