[May 1628], signed by the King at the head, and at the foot by [Sir Henry] Holcroft 'By order of the Lo: Duke of Buckingham', 4 pages, folio , (small repairs in margin). An important memorandum concerning the army in Ireland, entitled 'An Estimate of the chardges of our Army with certain Instructions ... touching the setling thereoff and the Assessment to be made for payment of our souldiers'; including 'The charge requisite to maintayne 5000 foote & 500 horse by the yeare ...' and other revenue; to be distributed by the Lord Deputy and Council as they find fair, and amounting to £42,626-12-3. General instructions refer to the size, organisation, payment, personnel and administration of the army, the government undertaking at the end to make good any serious deficit in numbers. In September 1626 Falkland had convened an assembly of the Irish nobility to negotiate revenues for the support of the English army in Ireland. The negotiations foundered, and it was only in May 1628 that an agreement was reached by a delegation of the Irish nobility with the King and Council, providing for three subsidies to be paid over three years by the Irish, each over £40,000. Holcroft was ordered by Buckingham to prepare letters for the royal signature ( CSP, Ireland, Charles I , vol. I (1625-32), pp.342-344).
