[ With :] Autograph free frank ("Jeffers Davis U.S.S.") on envelope addressed to the above, with circular postmark "Washington FEB 14 FREE," envelope lightly soiled, clean tear at upper left. SENATOR JEFFERSON DAVIS, A YEAR BEFORE ASSUMING THE PRESIDENCY OF THE CONFEDERACY In 1860, Senator Davis was devoting most of his time to his duties as a member of the select five-man Senate committee charged with the investigation of John Brown's Harpers Ferry raid. Here, he passes a letter on to the Secretary of the Treasury, Howell Cobb of Georgia: "I am today in the receipt of your favor...which I immediately endorsed to the Secretary of the Treasury [Philip F. Thomas] and asked his favorable consideration of your application..." Davis's franks are rare; one other example (without letter) was in the Creighton Hart collection (sale, Christie's, 9 December 1993, lot 246, $1500). The franking privilege was never granted to Davis while President of the Confederate States of America.
