Featuring on page 3, column 2, "A BILL to establish an Executive Department to be denominated the Treasury Department" and then the full text of the proposed legislation: Be it enacted by the Congress of the United States, That there shall be a department of Treasury, in which shall be the following officers, who shall reside at the seat of the Government of the United States, and be removable at the pleasure of the President; namely a Secretary of the Treasury, a Comptroller, an Auditor, a Treasurer, a Register, and an Assistant to the Secretary of the Treasury. The law also provided a detailed list of the jobs and responsibilities to be assumed by the individuals in said positions. The bill was officially enacted by Congress on September 2, 1789, and nine days later Alexander Hamilton was sworn in as the first Secretary of the Treasury. Hamilton would have a major role in crafting the nation's early financial system. Condition: Disbound. Large tears along vertical fold however paper remains intact. Minor soil and some dampstains not affecting text. Pencilled note on top right of front page.
