The U.S. Commission on Civil Rights was created in 1957, but not until the 1960s did the bipartisan group begin to make national headlines with probes of violations of Black voting and legal rights in Alabama and Mississippi (as well as housing discrimination in Chicago and New York). These hearings in Jackson – held while new Civil Rights legislation was being enacted by Congress – pinpointed continuing problems of the segregated South, a dozen local police chiefs and sheriffs being subpoenaed and grilled under oath about official links to racial violence against Blacks.
