The document is an official diplomatic letter in which Hirohito sends congratulations to Chiari upon his election as President of Panama and further reassures him of the good standing relationships enjoyed by the two countries. Signed by Hirohito in dark black ink beneath the blind embossed Imperial seal of Japan and above a large red chop. Countersigned by Hayato Ikeda (1899-1965, Japanese Prime Minister 1960-64) and Zentaro Kosaka (1912-2000, Japanese Politician, Minister of Foreign Affairs 1960-62, 1976), each in bold black inks and with red chops beneath their signatures.
