Lot of 2. Carter, Jimmy (1924-present). President of the United States (1977-1981). PS, framed, 10 x 8 in. (sight) and 15 x 13 in. with its frame. The photograph is of the signing of Strategic Arms Limitation (Salt) II Treaty in Vienna that proposed limits on multiple-warhead capacities and other restrictions on each side's number of nuclear weapons. Neither the United States nor the Soviet Union chose to ratify the treaty, but it was eventually ratified in 2001 with the New STAR treaty. There are two more signatures on the bottom margin. We assume they are from the American politicians in the background and sign near their position in the photograph. After some research, we could not positively identify the signatures.
