Seward (1801-1872), Washington, D.C., 28 August 1865. 2 pages, large folio (pages 1 and 3 of a four-page gathering), papered Great Seal of the U.S., printed heading "Andrew Johnson, President...," accomplished in manuscript, small separation along one fold of page 2, enclosed in a 4to half blue cloth slipcase, gilt-lettered on spine . JOHNSON PARDONS A SOUTH CAROLINA CONFEDERATE. The President grants T.N. Dawkins of Union District, South Carolina "a full pardon and amnesty for all offenses by him committed...in the said rebellion" provided Dawkins takes the oath of 29 May, 1865 and with the condition that the pardon is revoked should he "acquire any property whatever in slaves, or make use of slave labor." By pardons such as this, full rights of citizenship were restored to former Confederate officers.
