He was educated at the College of Art Gloucester and Cheltenham. and then went on to become Head of Painting at Ulster College of Art, Belfast, between 1953 and 1960. His part time assistants included Tom Carr John Luke and Colin Middleton Webb has a deep connection with the colour in his paintings and he applies it in various manners depending on the subject of his painting. This work is from the time he lived in Northern Ireland.
