"We respectfully request," the New Yorkers write, "the appointment of Mr. Horace M. Ruggles of the City of New York as Paymaster of Volunteers. From our acquaintance with him we can recommend him as in all respects competent to fill, and worthy of the position." In his response, Lincoln pens: "Excellent recommendations respectfully submitted to the Secretary of War."
