IN THE FINAL MONTHS OFF THE CIVIL WAR LINCOLN PARDONS THREE MEN. "I hereby authorize and direct the Secretary of State to affix the Seal of the United States to a Warrant for the pardon of H. W. Pryor, James Pryor and W. L. Ringo. The 1860 census identifies three Kentuckians of that name (Ringo was a 38-year old merchant, and H. W. Pryor a 51-year old "hogfeeder"). Students of Lincoln's exercise of the pardoning power have noted "that Lincoln was sympathetic toward petitioners from Kentucky" (Ruckman and Kincaid, "Inside Lincon's Clemency Decision Making"). This was a way of strengthening Union sentiment in that crucial border state. A fine example with Lincoln's full signature.
