LINCOLN, Abraham. Partly printed document signed ("Abraham Lincoln"), as President, Washington, 7 November 1861. An Order to the Secretary of State to Affix the Seal to "my ratification of the Convention between the United States and Costa Rica, signed at San José on the Second of July 1860." 1 page, 4to, engraved text in an elegant copperplate hand, accomplished in manuscript by a State Department clerk, silked. Matted with an etched portrait by Timothy Cole pencil signed ("Timothy Cole") glazed and in a fine giltwood frame (unexamined out of frame) . A TREATY IS RATIFIED. The President orders the seal affixed to a formal treaty with the independant nation of Costa Rica, one signed over a year previously but evidently not ratified by the Senate until November 1861. Evidently the convention was in regard to claims of certain Americans againmst the government of Costa Rica. Provenance : Sessler's, Philadelphia, 1954.
