Engraved document signed ("Abraham Lincoln") as President, countersigned by Secretary of the Navy Gideon Welles, Washington, D.C., 4 April 1862. 1 page, folio, on parchment, accomplished in manuscript, large Great Seal of the United States at lower center, IN A FINE CUSTON FRAME, the document, a photograph of Lincoln and engraved descriptive text are all matted in linen and enclosed in a wide giltwood frame .AN UNCOMMON NAVAL APPOINTMENT BY PRESIDENT LINCOLN, elaborately engraved (by the American Bank Note Company) with an American eagle perched on a rock with two sailing ships in the background, a large calligraphic legend "President of the United States of America," and, at bottom, a large vignette of mermaids, tritons and winged horses above a group of crossed flags, cannon and other military paraphernalia. The President and Secretary of the Navy appoint Daniel M. Skinner an Assistant Surgeon in the Navy..."
