THE TREATY OF LOCARNO: MUSSOLINI AND THE DIPLOMATIC MASTERS OF EUROPE sit around the green felt-covered table at which the Treaty of Locarno was hammered out. A vain, conservatively dressed Il Duce strains his neck out of his starched collar to be sure the camera doesn't miss his face. After six turbulent years trying to implement the Treaty of Versailles, Europe's leaders put in place a stabilizing settlement at Locarno, based on a cluster of treaties: Germany agreed to accept its Versailles-defined borders in return for France, Germany and Belgium each pledging not to attack the other. Italy and Britain pledged to come to the aid of any of those three nations if attacked. France, meanwhile, guaranteed to defend Poland and Czechoslovakia if Germany attacked either one. The "spirit of Locarno" brought a welcome phase of security to western Europe, at any rate. Germany rejoined the League of Nations in 1926, and the disasters of 1914-18 seemed far in the past. But when world-wide depression, and Nazism emerged between 1929-1933, the Locarno system came crashing down.
