'Old Stamps Not Recognized', two letters dated Sept. 12-13, 1861 on P.O. stationery by the Postmasters of Philadelphia and N.Y. regarding the 'old stamps not recognized' edict by Zeverly, Third Ass't P.M.G.; the Philadelphia postmaster writes his counterpart in N.Y. stating that there was a six day notice of the need to exchange old stamps and that Philadelphia was marking letters having old stamps on them 'due 3cts', N.Y. writes to Zeverly regarding confusion over handling of the order, since not all post offices had received supplies of the 'new stamps', very fine, very desirable original collateral
