"PVII" is the abbreviated name for "Prüfstand VII" (Test Stand 7), the "launch pad" of the V-2 rocket. The two PVII/HAP/HPV badges appear to incorporate the "A" of HAP in a rocket design. The V-1 flying bomb was produced at Peenemünde West.
