Philippe-Rose Roume de Saint-Laurent Memoire de M. Roume, commissaire et ordonnateur de l'isle de Tabago, chargé par le Ministre de la Marine de répondre aux réclamations des Hypothécaires Anglois, qui réfute un mémoire... par MM. Tod & Francklyn, Députés de ces Créanciers. Paris: Imprimerie nationale, 1790 8vo (195 x 117mm.), quire E printed on blue paper, modern patterned paper boards, morocco lettering-piece, neatly repaired tears in N3-4 Roume de Saint-Laurent (1743-1804), a native of Grenada, became a French colonial administrator on Tobago then Saint-Domingue. He left Grenada once it fell under British rule and subsequently wrote reports on Trinidad for the Spanish and became administrator of Tobago in 1786, where he advised on improving its economy. This work contains Roume's declarations in response to the appeals of the English creditors of Tobagan settlers, who had been accused of usury and had their assets confiscated by the French authorities. The island had changed hands from English to French in 1786; the French authorities required evidence of all loans and sought to reduce the debts significantly, to the outrage of the creditors, who were represented by Todd and Francklyn.Condition reportCondition is described in the main body of the cataloguing, where appropriate The lot is sold in the condition it is in at the time of sale.
