NAVAL WAR GAMES AND DEEP-SEA FISHING: ROOSEVELT'S AUTOGRAPH ACCOUNTS OF HIS 1938 WORKING CRUISE IN THE WEST INDIES FDR wrote this series of press releases to be issued under the name of his naval aide, Commander D. J. Callaghan, and in each instance signed them "Callaghan." Since this was a working vacation, Roosevelt balances his light-hearted references to sunburns and fishing exploits with numerous descriptions of the naval war games underway in the West Indies, referred to as "Fleet Problem Twenty": "It may be emphasized that contrary to some stories the exercises are not repeat not being conducted in the Caribbean Sea nor do they relate to the defense of the Panama Canal which is 1500 or more miles west of the scene of this fleet problem." Passing through the Netherland Antilles inspires the naval historian in FDR to note an important episode of American nautical history: "This was the scene of an episode of historic importance in American history. In November [1776] the United States Ship Andrea Dorea anchored off the town, Captain Robinson went ashore, and read the Declaration of Independence to the Dutch Governor. Thereupon a salute to the flag of thirteen stripes was fired by the fort, constituting the first recognition of the flag by a foreign nation." "During the past week," he writes in another statement, "Fleet Problem Twenty has covered a wide area of ocean extending hundreds of miles out into the Atlantic north and east of the whole chain of the West Indies Islands. It has involved search problems and raids conducted by planes, destroyers, cruisers and submarines." Roosevelt declared the exercise "extremely valuable because no similar problem has been undertaken in this part of the ocean in the past..." Also included in the lot are two Presidential ship logs, one for the 16 July - 9 August 1938 cruise on the Houston from San Diego to the Galapagos Islands, then through the Panama Canal to Pensacola, Florida. The second is for the 30 April - 8 May 1938 cruise aboard the U. S. S. Philadelphia between Charleston, S. C. and the Virgin Islands. The Philadelphia log contains the tipped in photo of "Part of the Catch at Caicos," but does not include the "FDR" signature to the Epilogue. Together 9 items . (7)
