Title: SOLD BY PRIVATE TREATY Autograph Letter Signed by Captain Bennett C. Riley, to Indian Agent Benjamin O’Fallon, in response to questions about the Arikara Expedition of 1823 Author: Riley, Bennett C. Place: Fort Atkinson [in present Nebraska] Publisher: Date: 18th July 1824 Description: 2 pages, in ink, on 4-page stampless letter, addressed on p.4. Quarto. Bennett C. Riley, who was to rise to general and became the last military governor of the territory California before it became a state, responds to questions regarding the Arikara (a.k.a. Missouri) expedition of the preceding year. A force of men led by Joshua Pilcher, head of the Missouri Fur Company, joined the Sixth U.S. Infantry detachment under Henry Leavenworth, and one of the results was the burning of an Arikara village by Pilcher’s men, which caused great controversy and a drawn-out investigation. Bennett’s answers: “1st. I did belong to the Arickaras expedition, and also have seen and heard your instructions to Mr. Pilcher read and believe they did not prevent Col. Leavenworth from obtaining hostages of the Indians neither do I think any mischief resulted from them. 2nd. I do think the circumstances fully justified the giving of those instructions at the time they were given. 3rd. I think that the Indians above alluded to, should have been charged and their villages burnt but as you observe in your communication not in violation of the Cols. order but believe the conduct of the Arickaras justified it. 4th. I think it was calculated to produce a reaction on the minds of the several tribes of Sioux that accompanied the expedition and believe it would have made a favourable impression on the minds of the Indians generally. 5th. I disapproved of Col. Leavenworth’s negotiation of his treaty with the Arickaras as far as a subordinate could or should have done. I believed it mistaken policy…” Plus answers to three more queries.
