The now-famous report prepared by the US Army Corps of Engineers in which this far-sighted group proposed the "reclamation" of virtually all of the tidal and marsh land in the entire SF Bay, effectively turning the Bay into a sluggish river. This report was instrumental in inspiring the creation of the "Save the Bay" organization which, with the active involvement of other groups, has managed to get most of the suggestions abandoned, while creating a better understanding of tidal hydrology and our regional resources.
