[who] reappears in Gotham City, this time as the mastermind behind an elaborate scheme to extort money from famous singers by threatening to destroy their singing voices forever unless they agree to 'donate' large sums of money to a bogus bird lovers' organization called the Songbird Society, headed by the Penguin's accomplice Throstle. Whenever a professional singer refuses to meet the Penguin's extortionate demands, Throstle delivers a seemingly innocuous radio lecture under the auspices of the Songbird Sociery, which notifies the Penguin's henchmen, through a subtle code, that they are to destroy that person's singing voice. "Inside each singer's microphone. the Penguin and his henchmen have concealed 'a tiny gas-chamber that emits a choking gas when a remote switch is thrown,' thereby totally robbing the singer of his ability to sing.... Although Batman and Robin struggle relentlessly to smash the vicious racket, the Penguin and his henchmen succeed in destroying the singing voices of [three] professional singers... before the Dynamic Duo finally apprehends the villains." — Michael L. Fleisher, The Encyclopedia of Comic Book Heroes Vol. 1: Batman. Macmillan: 1976, pp. 120, 300-301. The DC UNIVERSE COLLECTION comprises over 40,000 comic books, including a copy of every single DC comic published for retail sale from 1934 to 2014.
