MONROE, James. THE VIRGINIA MILITIA AND A DETAINED BRITISH SHIP: two war-date documents from Monroe's tenure as Secretary of State. Document signed ("Jas. Monroe"), as Secretary of State, Washington, 5 January 1813. 2 pages, folio, paper seal, blank integral leaf . Monroe permits a British ship, the Emperor , to leave the United States and return to Liverpool, on the crucial condition "that she be navigated to that port by persons other than American seamen." The ship was permitted to leave because it was "within the limits of the United States on the 6th day of July 1812," the date the War of 1812 commenced between Britain and America. -- MONROE. Autograph letter signed ("Jas Monroe"), as Secretary of State, to Charles T. Mercer, 27 July 1813. 1 page, folio, integral address leaf, seal hole . "I have seen the Secy of War on the subject of your letter which I have just recd, & been informed by him that he has sent orders to Genl Young to disband the Loudoun militia, and that he has also made an arrangement for advancing them some money on account of their service. He intimated that his order on both points would be recd before this reaches you. Should there be any delay, you had better communicate with Genl Young, who will I am satisfied give you every facility in his power. To me it will give a sincere pleasure to render you any service in the business..." Together 2 items . (2)
